Public Administration and Policy

Sapir's Public Administration and Policy MA Degree has been developing leaders for over 10 years. Designed to cultivate transformative leadership with the capacity to operate professionally, responsibly and boldly in the context of the complex issues facing the State of Israel and its various sectors.

The graduate program offers a cross-disciplinary skillset grounded in political science, economics and advanced management theories together with expertise in research and analytic tools. Students acquire tools to analyze policies (before the fact), evaluate them (after the fact), and recommend courses of action that will contribute to producing public value and lead change and innovation procedures. They gain in-depth knowledge of social processes and profound understanding of the political and organizational environment where policies develop.

We provide the ideal training for outstanding individuals with passion, discipline and commitment to contribute their skills for a better society and a brighter future. Studies are concentrated on Thursday afternoons and Friday mornings to enable people to continue to work when they join the program.

Sapir's Public Administration and Public Policy offers three graduate tracks:

They gain in-depth knowledge of social processes and profound understanding of the political and organizational environment where policies develop.

This program combines two centers of excellence in one graduate track.  Our Public Administration & Policy MA degree has been developing leaders for over a decade. The INSS is an independent Israeli research institute and think tank affiliated with Tel Aviv University, with a focus on national security, military and strategic affairs, terrorism and cyber warfare.

Our unique joint academic program equips students with a professional toolbox that draws on advanced research and analysis tools, developed in political science, economics and innovative management theories. We place an emphasis on developing dynamic leaders and entrepreneurs, together with an honest clarification of the ethical dilemmas inherent to dealing with security issues.

Participants are a select group that have an affinity for national security. They are committed to contributing their skills and experience for a safer and better society.

Program faculty include prominent experts in the fields of public administration and policy, national security, homeland defense, cyber warfare, economics, ethics and law from the  Public Administration and Policy Department and the INSS.

Sapir College's Public Administration and Policy Department together with the Rural Areas Forum designed a new and challenging Public Administration and Policy - Rural Areas MA Degree.  It combines management and public policy studies with specialization in Rural Regions. Our program, created in response to the rising demand for high quality public administrators for regional councils, government offices and businesses that operate in rural areas.

Israel's regional councils are experiencing dramatic transformations including, changes in population, economic and employment structures and services. They require highly trained managers. In parallel, there is a growing demand for professionals such as lawyers, public administration experts, social workers, educators and community managers that have the required training and expertise of managing complex issues in rural communities.

This one of a kind Master's Program combines research and analysis tools, in-depth study of social processes and the political and organizational environment of rural areas.  Students will focus on studying local government in regional councils, cooperative law and writing policy papers on the urgent issues affecting rural areas.

Participants are passionate, daring and willing to contribute to the quality of life of Israelis living in rural areas.

Graduates include prominent senior executives in public service in national and local government, public and nonprofit organizations.
